Identification of Suitable location /land/ Site:

Getting of required Approvals/Clearances:

All necessary approvals / Clearances will be issued within 21 working days through SINGLE DESK PORTAL. A single Common Application for Establishment/ Operation to be file ONLINE through www.apindustries.gov.in  with necessary enclosures and paying requisite fees to get all necessary approvals and clearances within in the time limits.

PRIME MINISTER’S EMPLOYMENT GENERATION PROGRAMME (PMEGP):

  • Eligible to manufacturing and industrial service units.
  • For manufacturing cost of the project is up to Rs.25 lakhs.
  • For servicing units cost of the project is up to Rs.10 lakhs.
  • Eligible candidates to apply through online website www.kviconline.gov.in

OBJECTIVES

  • To generate continuous and sustainable employment opportunities in Rural and Urban areas of the country
  • To provide continuous and sustainable employment to a large segment of traditional and prospective artisans, rural and urban unemployed youth in the country through setting up of micro enterprises.
  • To facilitate participation of financial institutions for higher credit flow to micro sector.

ELIGIBILITY

  • Individuals above 18 years of age.
  • No qualification is required, however VIII Std. pass required for project above Rs.10.00 lakhs in manufacturing and above Rs. 5.00 lakhs for Service Sector.
  • Self Help Groups and Charitable Trusts.
  • Institutions Registered under Societies Registration Act- 1860.
  • Production based Co-operative Societies.

NEGATIVE LIST OF ACTIVITIES

  • Industry / Business connected with productions / processing / sale of meat or intoxicant items like Beedi / Pan / Cigar / Cigarette etc.
  • Industry / Business connected with cultivation, sericulture, horticulture, floriculture.
  • Manufacture of Polythene carry bags of less than 20 microns / containers of recycled plastic.
  • Processing of Pashmina Wool and products involving hand spinning and hand weaving coming under purview of Khadi Certification Rule.
  • Rural Transport (except Auto rickshaw, House boat, tourist boat in A & N Islands and except house boat, Shikara & Tourist Boats in Jammu & Kashmir and Cycle Rickshaw.)

INCENTIVES UNDER INDUSTRIAL DEVELOPMENT POLICY 2015-20 (IDP 2015-20)  OF GOVERNMENT OF ANDHRAPRADESH

To promote Andhra Pradesh as an attractive and competitive destination for industrial investments, the State Government has offered various incentives/benefits to all eligible new industrial enterprises set up in the State. Projects involving Expansion/Diversification of existing industries other than those specified in Annexure-I are also entitled for benefits offered under the policies mentioned below:

  1. a) Industrial Development Policy 2015-2020
  2. b) Automobile & Automobile Components Policy 2015-2020
  3. c) Textile & Apparel Policy 2015-2020
  4. d) Biotechnology Policy-2015-2020
  5. e) MSME Policy 2015-2020
  6. f) Aerospace & Defence Manufacturing Policy 2015-2020

 AREA OF OPERATION:

The Scheme covers the projects which commence Commercial Production on or after 1.04.2015 but on or before 31.03.2020 duly covering the whole of the State except the Municipal Corporation limits of Vijayawada, Greater Visakhapatnam Municipal Corporation and Core Capital area of Capital Region Development Authority (CRDA) except the Zones notified as Industrial areas therein. However, the service activities set up across the State including all Municipal Corporation limits and the core capital of CRDA limits as appended in Annexure–II are eligible only for investment subsidy and all other Service / Business activities are not eligible for any incentives set up anywhere in the State.

Under the new “Industrial Development Policy (IDP) 2015-2020”, the Government approved the following fiscal benefits covering the categories of  (a)Micro, Small & Medium Enterprises (b)Large Industries (c)Scheduled Caste & Scheduled Tribe Entrepreneurs  (d)Backward Class Entrepreneurs (e)Women Entrepreneurs and (f) Mega Projects:-.

Micro and Small and Medium Enterprises (MSME’s)

  • Investment subsidy of 15% limited to Rs.20.00Lakhs on fixed capital investment, for Micro and Small Enterprises.
  • Reimbursement of 100% stamp duty and transfer duty paid by the industry on purchase of land meant for industrial use
  • Reimbursement of 100% stamp duty for lease of land/shed/buildings, mortgages and hypothecations
  • Stamp duty will be reimbursed only one time on the Stamp duty will not be reimbursed on subsequent transactions on the same land
  • GoAP is committed to supplying uninterrupted 24×7 quality power to all industries operating in the state.
  • Fixed power cost reimbursement @ 00 per unit for a period of five years from the date of commencement of commercial production.
  • Interest subsidy on the term loan taken on the fixed capital investment in excess of 3% per annum subject to a maximum reimbursement of 9% per annum for a period of 5 years from the date of commencement of commercial production for Micro and Small Enterprises.
  • Reimbursement of 100% net VAT/CST/SGST for a period of 5 years from the date of commencement of commercial production to Micro and Small
  • Reimbursement of 75% net VAT/CST/SGST for a period of 7 years from the date of commencement of commercial production or up to realization of 100% fixed capital investment, whichever is earlier to Medium Enterprises
  • MSME projects engaged in recycling waste into environment friendly products/energy (such as waste to energy, waste to bio-gas, waste to manure) will be brought under zero rated category schedule of the VAT
  • 35% subsidy on cost of plant & machinery for specific cleaner production measures limited to 35lakhs for MSME, provided the measures are certified by Andhra Pradesh Pollution Control Board (APPCB).
  • 25% subsidy for sustainable green measures on total fixed capital investment of the project (excluding cost of land, land development, preliminary and pre-operative expenses and consultancy fees) for below mentioned green measures with a ceiling of  50
    1. Waste water treatment: Constructing effluent treatment plant and sewage treatment plant and using recycled water for industrial purpose, especially zero discharge
    2. Green Buildings: Buildings which obtain green rating under the Indian Green Building Council (IGBC/LEED Certification) or Green Rating for Integrated Habitat Assessment (GRIHA)
    3. Use of renewable source of power (erecting captive sun, wind and biomass plants ).
    4. Installing Continuous Emission Monitoring System (CEMS) for red category The information should be disseminated continuously to APPCB.
    5. Adopting rain water harvesting; restoring water bodies by de-stilting defunct water bodies.
    6. Any other environment management project approved by Empowered Committee of

An exclusive MSME Policy will be brought out separately to address the needs of MSME sector

    Large Industries

ind1ind2ind3Large  Industry  means  an  industry  in  which  the  investment  on  plant  and machinery is  less than Rs 500 crores except Micro, Small and Medium Enterprises.

  • Reimbursement of 100% stamp duty and transfer duty paid by the industry on purchase of land meant for industrial
  • Reimbursement of 100% stamp duty for lease of land/shed/buildings, mortgages and hypothecations
  • Stamp duty will be reimbursed only one time on the Stamp duty will not be reimbursed on subsequent transactions on the same land
  • GoAP is committed to supplying uninterrupted 24×7 quality power to all industries operating in the state.

Scheduled Castes / Scheduled Tribe Entrepreneurs

SC/ST Entrepreneurs mean those units established as sole Proprietor or invariably having 100% share in Partnership/Private Limited Companies. Scheduled Caste and Scheduled Tribe entrepreneurs can also set up industries covered in the separate list as specified in the Guidelines.

  • 100% reimbursement of Stamp duty and transfer duty paid by the industry on purchase of land meant for industrial
  • 100% reimbursement of Stamp duty for Lease of Land/Shed/Buildings and also mortgages and
  • 50% rebate in land cost limited to 20 lakhs in Industrial Estates/Industrial Parks
  • 25% Land conversion charges for the industrial use limited to  10
  • Fixed power cost reimbursement @ 50 per unit for 5 years from the date of commencement of commercial production.
  • Seed capital assistance to First Generation Entrepreneurs @25% of the Machinery cost, which will be deducted from the eligible investment
  • 35% investment subsidy on fixed capital Investment by SC & ST Entrepreneurs and additional 10% investment subsidy for SC Women & ST Women Entrepreneurs, with a maximum limit per unit is 75 lakhs (i.e. 35% for SC & ST Entrepreneurs and 45% for SC Women and ST Women entrepreneurs). Additional 5% investment subsidy for units set up in Scheduled Areas by ST entrepreneurs with a maximum limit per unit is 75
  • Reimbursement of 100% net VAT/CST/SGST to Micro and Small Enterprises for a period of 5 years from the date of commencement of commercial
  • Reimbursement of 75% net VAT/CST/SGST to medium enterprises for a period of 7 years from the date of commencement of commercial production or up to realization of 100% fixed capital investment, whichever is
  • Reimbursement of 50% VAT/CST/SGST to large enterprises for a period of 7 years from the date of commencement of commercial production or up to realization of 100% fixed capital investment, whichever is
  • Interest subsidy on the term loan taken on the fixed capital investment in excess of 3% per annum subject to a maximum reimbursement of 9% per annum for a period of 5 years from the date of commencement of commercial This benefit is also applicable to the Service Sector units set-up under this policy.
  • 50% Reimbursement of cost involved in skill upgradation and training local manpower limited to  5,000 per person.
  • 100% subsidy  on  the  expenses  incurred  for  quality  certification/  patent registration limited to   3 lakhs for micro and small
  • Incentives under Swachh Andhra will be applicable for SC/ST
  • For enterprises set up by SC/ST entrepreneurs, infrastructure like roads, power and water will be provided at doorstep of the industry for standalone units by contributing 50% of the cost of infrastructure from IIDF with a ceiling of  1 crore, subject to:
    1. The location should be beyond 10 Kms from the existing Industrial Estates/IDAs having vacant land/shed for
    2. Cost of the infrastructure limited to 15% of the eligible fixed capital investment made in the 50% of the cost of infrastructure is raised to 75% in respect of units set up by ST entrepreneurs in Scheduled areas.

Note: 50% of the budget will be allocated to manufacturing activities and 50% for service sector activities. However, in service sector high end vehicles (except taxies, lorries, tippers, water tanker etc. meant for self-employment) will not be allowed under the scheme.

Special Package for BC entrepreneurs

The provisions in the package are applicable to those units established as sole Proprietor or invariably having 100% share in Partnership/Private Limited Companies.

  • 100% reimbursement of Stamp duty and transfer duty paid by the industry on purchase of land meant for industrial
  • 100% reimbursement of Stamp duty for Lease of Land/Shed/ Buildings and also mortgages and hypothecations.
  • 50% rebate in land cost limited to 20 lakhs in Industrial Estates/Industrial
  • 25% Land conversion charges for the industrial use limited to  10
  • Fixed power cost reimbursement @ 50 per unit for 5 years from the date of commencement of commercial production.
  • Seed capital assistance to First Generation Entrepreneurs @25% of the Machinery cost, which will be deducted from the eligible investment
  • 35% investment subsidy on fixed capital Investment by BC Entrepreneurs and additional 10% investment subsidy for BC Women Entrepreneurs, with a maximum limit per unit is 75 lakhs (i.e. 35% for BC Entrepreneurs and 45% for BC Women entrepreneurs).

Women entrepreneurs mean those units established as sole Proprietress or invariably having 100% share in Partnership/Private Limited.

  • 25% investment subsidy      on     fixed       capital     investment         by      women entrepreneurs, with a maximum limit per unit of   30 lakhs for Micro and Small Enterprises.
  • Seed capital assistance  to  First  Generation  Entrepreneurs  @15%  of  the Machinery cost, which will be deducted from the eligible investment
  • All other incentives as per Industrial Development Policy 2015-20.

  6. The maintenance, repair, testing or servicing of machinery of any description or vehicles or vessels or motor boat or trailers or tractors;
  7. Assembling ,repairing or packing any article with the aid of machinery or power;
  8. The setting up or development of an industrial area or industrial estate;
  9. Fishing or providing hore facilities for fishing or maintenance thereof;
  10. Providing weigh bridge facilities;
  11. providing engineering,technical,financial,management,marketing or other services or facilities for industry;
  12. providing medical, health or other allied services;
  13. providing software or hardware services relating to information technology,tele communications or electronics including satellite link age and audio or visual cable communication;
  14. setting up or development of tourism related facilities including amusement parks,convention centres,restaurants,travel and transport(including those at air ports),tourist service agencies and guidance and counselling services to the tourists;
  15. construction;
  16. development, maintenance and construction of roads;
  17. providing commercial complex facilities and community centres including conference halls;
  18. floriculture;
  19. tissue culture, fish culture , poultry farming, breeding and hatcheries;
  20. service industry,such as altering,ornamenting,polishing,finishing,oiling,washing,cleaning or otherwise treating or adapting any article or substance with a view to its use, sale, transport, delivery or disposal;
  21. research and development of any concept,technology,design,process or product,whether in relation to any of the matters aforesaid,including any activities approved by the Small Industries Bank or
  22. such other activity as may be approved by the Small Industries Bank.

Explanation1:-The expression ‘processing of goods’ includes any art or process for producing, preparing or making an article by subjecting any material to a manual, mechanical, chemical, electrical or any other like operation.

Explanation2:-If any doubt arises as to whether a concern is industrial concern or not, the same shall be referred to the Small Industries Bank for its decision and the decision of the Small Industries Bank there on shall be final. The Small Industries Bank means the Small Industries Development Bank of India established under section(I) ofsection3ofSIDBIAct,1989(39of1989).

Note: Service Sector projects setup by the SC/ST entrepreneurs will be limited to 50 % of the SCP/TSP Budget Provision in order to encourage the remaining 50% for the manufacturing sector.

Incentives for Textile Industries (G.O.Ms.No.32 Industries & Commerce (IP&INF) Dept.dt.29/04/2015)

  • Interest subsidy @ 8% per annum for Weaving (with or without preparatory) Dyeing & Processing, Knitting, Garment/Made-ups Machine Carpeting, Machine Embroidery, technical textiles and any other activities/process like crimping, texturizing, twisting, winding, sizing within the Textile value chain and up to 7.5% for Spinning & modern Ginning.
  • The interest subsidy will be capped at 5% taking into account assistance from all sources (Centrally Sponsored TUF scheme, Industrial policy of the state etc). Interest subsidy will be for 7 years which will include 2 years of moratorium.
  • The purpose of this scheme, either5% or the bank prime lending rate or the rate of interest actually charged, whichever rate is less, will be taken as the applicable rate of interest
  • Power cost reimbursement @ 1.00 per unit for Spinning and modern Ginning and at Rs.1.50 per unit for other categories (including technical textiles) for a period of 5 years from date of commencement of commercial production
  • Reimbursement of 100% VAT/CST/SGST paid by the unit on purchases of intermediate product/raw material except for certain goods and certain transactions which are not eligible for tax credit under the AP VAT Act, 2005
  • Reimbursement of net VAT/CST/SGST for tax collected on end product/intermediate product within entire value chain (from cotton to Garment and made ups) to the extent of 100% of the eligible fixed capital investments in plant and machinery This incentive can be claimed only within 8 years from the date of commencement of commercial production limited to 5 year
  • Capital Subsidy up to 10 crore to standalone garmenting and apparel units, as per the investment is as indicated These units will not be eligible for VAT/CST/SGST incentives mentioned in para 5.1.6 and 5.1.7 of the policy

  • Enterprises acquiring technology will be provided financial assistance of up to 50% of the investment in technology/collaboration, subject to a maximum amount of 25 lakh per process/product, only once during operative period of the Enterprises availing a benefit for the same purpose under any other scheme of the State Government will not be eligible to get benefits under this scheme.

  1. Project with an investment of at least 125 crore or providing employment to 2000 people or more, will be accorded mega industry
  2. The Government will extend tailor-made benefits to mega projects to suit particular investment requirements on case to case basis based on the gestation period, pioneering nature, locational aspects, technology, project’s importance to the state’s industrial growth and its ability to generate large scale employment for people or revenues for the state.
